Effective Immediately, New Development, Training, Sales and Marketing Benefits Help Drive New Economies for Oracle Partners

November 4, 2002 – Oracle Corp. (NASDAQ:ORCL), the world’s largest enterprise software company, today announced new partner benefits for members of the Oracle® PartnerNetwork.  Awarded a “5-Star Partner Program” by VARBusiness in February 2002 and “Channel Champion” by CRN in March 2002, the Oracle PartnerNetwork has added several new benefits, differentiated membership criteria for partner types and implemented a global Partner ResourceNetwork partner call center. Members access content, tools and services through Oracle PartnerNetwork, a comprehensive online partner resource portal that simplifies the method of accessing, delivering and sharing Oracle and third-party resources. Continuously striving to provide the highest value to its partners and maintain its leadership as one of the best partner programs in the high tech arena, Oracle has also made significant navigation and content improvements to the first release of the Oracle PartnerNetwork portal launched less than a year ago.

New Benefits for Partners Building Solutions Based on Oracle Technology
Oracle partners have chosen Oracle technology as the foundation on which to build their solutions. In addition to the development software, licenses and free support provided to assist all partner types in building and implementing solutions based on Oracle products, Oracle PartnerNetwork is delivering numerous new migration, training, marketing and sales benefits. Highlights include:

Migration Benefits
¥ iMigrate – Partners will have access to this online migration tool that allows them to determine effort and resource levels required for migrating their software to the Oracle technology platform.
¥ Migration Support – While Oracle Development has more than 75 people on a global basis to assist key ISVs to port their application to Oracle, Oracle has augmented this service by engaging with several third-party companies, referred to as Migration Factories, who can offer cost-effective migration services to Oracle for all 12,000 Oracle PartnerNetwork members.

 Training Benefits
¥ Partner Training Roadmaps – Oracle provides guided, online training roadmaps to enable partners to build their skill set in sales, pre-sales technical support and implementation for Oracle9i, Oracle9i Application Server, E-Business Suite and Outsourcing.  In addition, partners can take advantage of all of Oracle University’s online classes for free if they want to deepen their skills in any area.
¥ Business Practice Competency Training and Skills Assessment – After completing the training, partners may complete a skills assessment test delivered and scored online via Oracle’s iLearning system which put them one step closer to becoming a Certified or Certified Advantage level partner.
¥ Discounts and Rebates on Oracle Certified Professional (OCP) Exams – To further encourage partners to demonstrate their Oracle competency, Oracle PartnerNetwork members qualify for a 35% discount off all OCP exams and effective immediately are also eligible for up to six exams, paid in full by Oracle when the partner passes. 

Marketing Benefits
¥ Innovative web marketing tools – Built and used by Oracle, these tools are available to partners for execution of cost effective and efficient web-based marketing campaigns and eBlasts.
¥ Marketing Bootcamps – Offer training on Oracle messages and marketing methods.
¥ Go-To-Market Initiatives – New initiatives around targeted Oracle products and industries provide incremental content and services to facilitate demand generation.
¥ Oracle Event Discounts – Five to ten percent discounts on exhibitor space for Oracle Events such as industry-leading Oracle events; OracleWorld and AppsWorld.
¥ Increased exposure for Certified Partners through a brand new section on Oracle.com featuring Certified  Partner profiles and links.

 Sales Benefits
¥ Flexible Distribution Options – All partner types have the opportunity to resell Oracle products with three different licensing options – full use, application specific and embedded.
¥ Business Practices Competency Training & Assessment – To insure partners understand the options available to them and the detailed business practices, pricing rules, ordering and royalty reporting processes, Oracle PartnerNetwork now requires that partners must complete a series of online training modules and pass a skills assessment test online in order to sign or renew any type of distribution agreement.

Improved Partner Experience
In its effort to continuously improve the Oracle partner experience, the Oracle PartnerNetwork has enhanced the navigation of the Oracle PartnerNetwork portal by aligning criteria, benefits and content by partner type. By declaring a partner type upon registration, benefits and special offers will be presented in a personalized manner. Those partners who reach Certified Levels by demonstrating high levels of performance and commitment to Oracle are rewarded increased benefits and promotional opportunities.

Additionally, in order to provide consistent global account management for partners, a Partner ResourceNetwork (PRN) center was opened in Europe, adding to existing centers in Latin America, North America and Asia Pacific.  With the PRN resources available around the world, partners are now insured a consistent, global model for communication with Oracle.  The PRN offers phone and email support to partners to assist them in all aspects of engaging with Oracle.
