SAN MATEO, Calif.August 11, 2003—Siebel Systems, Inc. (NASDAQ: SEBL), a leading provider of multichannel eBusiness and eGovernment applications software, announced today that the Civil Aviation Safety Authority (CASA), the independent statutory authority responsible for safety regulation of civil air operations in Australia and the operation of Australian aircraft overseas, will deploy Siebel eGovernment applications to consolidate aviation records and streamline processes for increased organizational efficiency.
CASA will implement Siebel Service, Siebel Partner Relationship Management, and Siebel Employee Relationship Management to manage registries of 100,000 aviation personnel, such as pilots or engineers; 10,000 aircrafts, from hot air balloons to commercial airplanes; and 1,000 certificates for air operators and aircraft maintenance organizations. CASA will deploy the system at its head office in Canberra and 13 offices throughout Australia to serve more than 500 users.
CASA recognized that a packaged CRM solution would offer the relationship management functionality required for ongoing maintenance of an increasingly complex and expanding registry database. The Siebel eGovernment user interface can be easily configured to meet CASA’s requirements for managing aviation personnel licensing, aircraft registration, and certification of aviation organizations.

Using Siebel applications, we have the ability to consolidate and hold records in consistent formats, enabling us to rapidly deliver reports and analysis and utilize our resources with maximum efficiency.”
Siebel eGovernment will replace CASA’s previous aircraft licensing registration and publication system and will integrate with existing CASA applications including the Medical Records System and Cyberexams, an online pilot exams application.

The new applications’ automated workflow will enable CASA to manage the detail of every aviation record. CASA professionals will be able to closely monitor every aviation organization, all personnel, and all aircraft licensed to operate in Australia.
The initial phase of the implementation will roll out Siebel eGovernment to CASA’s staff. Subsequent phases will allow appropriate Web access and selected information to be shared with CASA partners, with organizations that perform regulatory functions on behalf of CASA, and with people involved in the aviation industry; ultimately the system will offer select information access to the general public.
